Electronic Plan Review System UX

Web-based electronic plan review application for construction permitting

Cities and permitting agencies review construction plans through rounds of markups, resubmissions, and sign-offs, with contractors waiting on every cycle. We designed the interface for a web-based electronic plan review system that keeps building permit submissions, annotations, and version history in one place for everyone involved. Review turnaround got faster, versioning mistakes dropped, and staff picked up the system with minimal training.

Challenges

  • Fragmented Review Workflows: Coordinating between multiple stakeholders (engineers, inspectors, reviewers) created delays and version control issues.
  • Document Clarity and Navigation: Users struggled with unclear plan annotations and complex document hierarchies.
  • Inconsistent Communication: Notifications and task assignments were difficult to manage without a centralized interface.
  • Limited Visibility: Staff lacked an overview of real-time review progress, dependencies, and pending actions.

Solution

We designed the user interface with a clear focus on simplifying the building permit review process, ensuring a smooth experience for both contractors submitting plans and municipalities approving them. The interface was tailored to streamline communication and collaboration between various stakeholders, ensuring that complex documents and data could be reviewed and approved efficiently.

For Contractors and Engineers
We developed a B2B-focused UI allowing contractors and engineers to upload and manage large building plans, submit detailed documents, and track approvals in real-time. The design was optimized for handling construction industry documentation, ensuring multiple projects could be managed without delays.

For Municipal Staff
A separate interface was created for city officials, enabling them to review submissions, request revisions, and approve permits. The system was designed to manage high volumes of applications with filtering and prioritization features, allowing staff to efficiently handle complex construction projects based on deadlines.

Custom-Designed Icons for Plan Review Efficiency

We created a library of custom icons tailored to architectural annotations and digital redlining. This improved usability for technical and non-technical users and helped standardize visual language across departments.

Simplified Information Architecture

The interface was structured to support fast navigation between documents, drawings, and reviewer feedback. Priority was given to information hierarchy and contextual display of actions, reducing confusion.

Collaboration Tools for Multi-User Access

The application supports simultaneous access for reviewers, with activity tracking and role-based permissions to avoid duplication. Threaded comments and visual change indicators make team feedback clear and traceable.

Real-Time Tracking and Notifications

We built a centralized dashboard that surfaces task statuses, reviewer progress, and submission timelines. Alerts and reminders reduce bottlenecks and ensure accountability across stakeholders.

Results

Accelerated Permit Review: Staff reported a significant reduction in turnaround time for plan approvals.

Mitigated Versioning Risk: Clear annotations and document tracking reduced versioning mistakes.

Enhanced Stakeholder Oversight: Centralized tracking and notification tools ensure clear task ownership and timely prioritization of critical applications, significantly reducing bottlenecks.

Higher Adoption: Minimal training required due to intuitive workflows and visual clarity.
